Jean-Jacques KOUM is currently Advisor Nr2 to the Executive General Manager of SNH and Gas Development Manager.
He joined SNH in 1982 as Electro-Mechanical Engineer and was admitted at the “ENS du Pétrole et des Moteurs” in France where he graduated as a Petroleum Geophysicist in 1983. He got involved in many exploration and production projects in Cameroon and occupied various important positions within SNH since then (Deputy Manager for E&P, Exploration Manager, Gas Development Manager).
Mr KOUM chairs the Cameroon’s Permanent Commission for the Negotiations of Oil & Gas Contracts and has been designated as the country’s Representative in the Committee of Experts of the APPO. On behalf of the State, Mr KOUM chaired all the negotiations sessions with IOCs since the promulgation of the Cameroon’s Petroleum Code in 1999.
He also chaired the negotiations relating to Oil & Gas Conventions, including agreements with Chad and ExxonMobil (transit fee applicable to the ESSO operated Chad/Cameroon Pipeline) ; and the recent gas Convention with PERENCO and GOLAR (installation on African waters offshore Kribi of the first FLNG vessel in 2017).
Mr KOUM also intervened as the Petroleum Expert for Cameroon in the case between Cameroun and Nigeria before the International Court of Justice of the Hague, known as Bakassi’s case, for the determination of the terrestrial and maritime boundary. He is a member of the Joint Cameroon/Nigeria Committee in charge of the implementation of the 2002 HCJ rule. Lastly Mr KOUM is the member of the Committee for the negotiations of Economic Programs with the World Bank and the International Monetary Fund.
