Senior Vice President of CNPC Economics & Technology Research Institute (ETRI), Deputy Chief Expert of China Top Think Tanks and Deputy Director & Secretary-General of Academic Committee of ETRI, Deputy Secretary-General of China Petroleum and Chemical Industry Federation (CPCIF), Standing Director of the 7th Board of Directors of China Science and Technology Information Institute.

He graduated from the Department of Oil Production Engineering, Jianghan Petroleum Institute, and obtained an MBA degree from Renmin University of China. He is a professorate senior engineer and is mainly engaged in research on oil price and market, oil & gas development strategy, and overseas oil & gas investment environment. Mr. Qian is in charge of the joint research project team of Asian Gas Market Forum and serves as the chief editor of Report on Oil & Gas Industry Development. He undertook many national major research projects and related key research projects of CNPC such as Development of Large-scale Oil and Gas fields, and delivered speeches at high-level meetings. He offered a lot of research support in oil & gas industry development and policy decision-making to China National Petroleum Corporation and National Energy Administration.
