Two oil price crashes in five years have focused minds on the vulnerability of oil revenues. Middle East governments are proactively making their economies more resilient. This crisis proved to be an inflexion point with new trends emerging and existing trends accelerating. New policies are broadly aimed at maximising the strategic benefit of oil and gas resources at the same time as diversifying revenue streams. There is an economic transition from over-dependence on oil to a more balanced economy. Some countries are best positioned with competitive and abundant hydrocarbon resources, capable NOCs, stable governments, attractive investment conditions and sizeable sovereign wealth funds. There will be winners and losers.
